Unfortunately, the "trust fund" surplus will be spent annually in discretionary spending. Thus, the costs by saving more or paying more would be reduced in order to finance the deficit.

The trust fund actually a promissory note included in the budget. Thus, if social security is operating at a deficit in 2017 spending on others will be cut or increased borrowing. The trust that the funds allegedly brings us to 2040 or so, but only an accounting perspective - it is the money aside. According to my humble opinion, the legislature simply the cross-Strait are fororward on the financing of social security. You lie on your face.
